After defeating of Gedon, the new evil organization, Garander Empire's leader, Emperor Zero and his cyborg monsters, with the help of his friends, the mentor of the Kamen Riders, Tobei Tachibana and Gedon monster ally, Mole Beastman, after defeating all monsters of Garander Empire and finishes off Emperor Zero from conquering Japan and the world from destruction.
