Since the Empire declared rebel credits to be illegitimate then I wonder if rebels freely floated their credits in the hopes people were sympathetic enough to accept it as payment. I know it mentioned some unfriendly worlds would unfairly exchange then from a ration of 25:1 rebel credit/imperial credit.

Should have mentioned the Vergesso asteroid field (asteroid base, destroyed by the Executor on orders by Darth Vader shortly after Empire strikes back). It was set up by a rebel sympathizing crime organization that was a rival of Black Sun. They allowed rebel ships to use the base for repairs and logistical support, and helped maintain rebel capital ships if they helped with base protection while there. Base had rebel and outlaw fighter squadrons, and multiple capital ships protecting it (I think it had several corvettes, a nebulon-b frigate, and a bulk cruiser present (as well as freighters and other smuggler ships) when a large chunk of Vader's death squadron attacked, with Vader even flying his personal fighter during part of the battle).
Don't forget arrogance was a large factor for the empire, most standard imperials didn't see the problems with the rebel cells until they became too large and too powerful and formed the rebel alliance, and even then many scoffed at the rebels constantly undermining them.
It just shows how vast the galaxy really is. Just too many planets and not a lot of ships for the empire to patrol every region. Admiral Thron:Hmm maybe if we build more ships to help police the vast regions. Tarkin: Or how about we build this giant moon shaped ship with a giant super weapon that can blowup planets instead. During the Clone Wars, a number of worlds were discovered in Cathar space & the best world(s) & its star system was named after the Cathar King. However, with the rise of the empire, the king was usurped & a puppet ruler was emplaced by the empire, a Cather who is a legitimate heir by blood, & served with distinction in the Clone Wars. In defiance, the locations of the discovered worlds were kept away from the imperial anointed Cathar Prince (Cathar customs of title ownership). However, in due time & by showing distinction in caring & providing for his people, he was made aware immediately after the destruction of the Second Death Star & what the king did before him, especially in regards to what they did to dissidents & captured POWs. In command of his Titan-Class, the Prince utilized the full resources to help all Imperials who wished to leave & go home; surrender & escape the potential injustice of the Rebels. They weren’t exactly safe worlds for the rebellion, but they definitely weren’t meant for the galactic empire to use, thus 🤷♂️; quite the head scratcher when the Prince’s boarding parties that captured the rebel ships were wearing the symbol of the Rebel Alliance🤨…
I'm surprised you didn't mention Flitter AKA why the Alliance kept its safe worlds hidden 101. Though I never understood why the rebels didn't mount a rescue mission. The material claims they lacked the firepower but it wouldn't take much. A lone Nebulon-B with fighter support or hell just a couple of X-Wing or Y-Wing squadrons could smash the blockade with ease paving the way for transports to evac the survivors.
Endor would ONLY be relatively safe if Alliance with the Ewoks could not only be assured but maintained what we saw in the OT didn't seem like a culmination of arrangements an more one time thing cuz they saw 3-pio an said in Ewok *ooh, Shiny.. must be a deity". Though we, far as I'm aware of anyways, saw anything suggesting they'd assume that. Which was lucky for the heroes

I know that the Corporate Sector is not a safe place and I am not surprised it did not make it to the list. Far from it, those money hungry corporate people owned everything including their air that the people breath. But now that I mentioned it, what will be the safe worlds within the Corporate Sector itself?
The justification for the Corporate Sector was that the end of the Tingel arm was a bit of a desert, with no sentient species and few terrestrial worlds. While that turned out to be not strictly true, I think it is reasonable to suggest that there really were not a lot of great colonization targets in the Corporate Sector and so it would have been hard to find good safe worlds because the Corporate Sector was already exploiting most of the available worlds that were good colonization targets. Additionally, the Corporate Sector didn't operate as public space. Outside of the hyperspace lanes that they had opened up, hyperspace information in the corporate sector was treated as a corporate secret. Indeed, even operating outside of the port worlds on the edge of the sector was illegal for outsiders. Public information on hyperspace navigation of the Corporate Sector was essentially the same as public information on Wild Space. So in many ways, the Corporate Sector was much harder to operate in than Imperial space. And for all the corruption of the Corporate Sector and how easy of a villain the Corporations that made up the Corporate Sector founders can be, I have to think that during the Clone Wars and the Rise of the Empire and the Galactic Civil War, the Corporate Sector represented a bastion of stability and prosperity that would have probably made its employee-citizens relatively loyal. Most Corporate Sector employees lived pretty darn well compared to most of the outer rim, and while they didn't have true political freedom that was true of most of the galaxy as well. And tt was sufficiently powerful that not even the Emperor would have dared meddle much as long as the flow of industrial goods remained un-interrupted.
