Better engineering might solve the problem, either using a curb bump-out around every hydrant (could use a "soft" low curb to facilitate straight snow plowing in winter), or else keep the curb the way it already is and build a lightweight hinged cover around the hydrant that takes up the 15 foot space (like an aluminum bread box cover that swings up on a long straight hinge behind the hydrant on the sidewalk side). The cover would have the advantage of keeping snow away from the hydrant (if pitched properly it wouldn't buckle under the weight of the snow), but it would have the disadvantage of being a collision/damage risk both for plows and late-night drivers. The soft low curbs would also undoubtedly launch a few drunk drivers late at night, and scuff plows if the "raise plow" marker is missed or missing, but they could be made low enough to minimize loss of control in such a scenario. like the low-slope interior side of a modern traffic circle.
New York has the big city problem of where to stash your ride. In California where i used to live; our department hardly ever encountered a blocked hydrant..the one time it happaned ; Captain ordered the Haligan tool served up to smash the windows. Ran 21/2 line fed through vehicle. Sometimes you cannot access standpipe. Have to tow.
Impound. Do not allow vehicle to leave yard until violation is paid and owner removes stickers. Driving with the stickers in most areas of the country is an obstructed windshield violation. Add a cleaning fee if impound yard has to remove stickers.
