It's very sad to see, that he wasn't just some badass gang leader all his life, but became f-ed up because of his loss. I think in a postapoc scenario - the thing he's done isn't as bad as straight up murdering and eating people, or acting like the animals that whisperers were. Yes he did kill a lot of people(not much that of we saw really), but Rick would do the same if it was his ~50 people killed (that amount of saviors was murdered in their sleep by Rick's hit-group on outpost)

@@dora1980 it might be that he blames himself for his wife's death, and he broke because of that. Maybe Lucille was always around to control him from becoming who he is. Or maybe it's just what the world became. You never know what you would've done in his place. Everybody wants to think that they're good guys, that despite the situation would always do what's right, but then also nobody wants to thinks of themselves as a villain, everybody thinks their actions are justified by something in their own mind, nobody's evil by nature
Also, Negan isn't just straight up killer, he acts cold and strategic, never recklessly killing people for no reason, and never waste his people, just to get things done. If you measure by crime, Rick's group looks more like organised bandits, that kill people for food and risk their people's lives to prove a point. Negan gave a chance to every community he encountered despite them being uncooperative, giving Alexandria a choice to stop multiple times, wanting to give Garbage people a second chance despite their double-triple-crossing , while Rick just killed every group and every lone survivor, that he didn't find useful for their sake, or redeemable enough.
He build a society, yes the one where strongest lives better, and weak ones live in fear, but that's just how the world is, he still gave them job and didn't left them behind.
Again, you don't know what you would've done in similar circumstances.
