I noticed your tool looks like a few tools I got at a garage sale in a box lot of art supplies and now I know what to do with them. My project to tackle tomorrow and I think I'll draw a loon.

Usually we (scratchboard artists) use the #11 exacto knife or a round nib. I get my nibs from Engraving Art but I’m sure you could find it anywhere online. He is using the pointed nib in the demo but there are round nibs and others used to creat stippling it feathering details. Hope this helped :)
Ampersand is cheap with putting on the clay onto the hardboards, then the india ink. I don't mind so much of putting on the black ink, but the clay needs to be at least 4 thin coats thick.
He used a piece of transfer paper. Usually transfer paper has graphite covering one side (lightly) and then you would draw an image on the opposite side while the paper is taped to the board, and it transfer a light graphite line wherever you drew your image onto the scratch board. It is suggested however, that after you transfer the paper, you do not scratch an outline of the graphite as this takes away the realistic detail. Parchment paper or tracing paper also works pretty well.

the level of detail you can get with scratch board is unmatched imo having a very thin tool that never gets dull blows pencils out of the water
I think that is a foolish comparison as you also have full control with a pencil.

It would have been nice to know more about what tool you use to make the art. A pen won't work. So you should explain what a "precision" tool is.
