Saying his soldiers were the scum of the Earth is only half the quotation. He said they were recruited from the scum of the Earth and it was remarkable they had turned them into the fine fellows they were.
Also referring to his Irish birth he did not say being born in a stable does not make you a horse. That jibe was from Daniel O'Connell the Irish leader in Parliament who was put out because the Catholic clergy of Ireland had addressed him as the greatest living Irishman when he finally put through Catholic emancipation
