I think the likely reason is that having both Banshees flying by would entice the players to shoot them down with the sniper (since Reach Banshees only take maybe 4 shots to destroy), and with those shots, it could more than likely interrupt the assassination takedown ahead by alerting the Covenant to the player's presence. So, the devs were being considerate of that, I think.
My guess is that, by only seeing the Phantom here, it delays the reveal until later, when you get through the gate and *bam* the sky is full of Banshees and holy crap it's a whole invasion force.
I think they might have considered the possibility of players messing with them, managing to hijack them and ruin the mission experience (the termacious trickocity crew could pull it off no problem)

Also I reckon there are other ways to mess up with 2 banshee rather than by stealing them. Halo Reach usually uses this enlarging and shrinking effect for scenary objects by the way

I'm 100% with you, I remember both events happening on nightfall at separate times as well, obviously during multiple playthroughs. Also assumed it occurred cause of the randomness of the npc spawns/ glitches in the game engine 🤣🤣🤣

Someone probably found a way during playtesting to EMP the Banshee (or more likely shoot down the pilot with the Sniper) and have it drop down somewhere it can be retrieved later, which resulted in Bungie cutting it.
This is likely, but due to the fact that one still spawns and drops to the ground, I think it's also possible they didn't realise the banshee was broken.

My favorite glitch in the game. I taught myself to do this despite the lack of clear explanations, and even figured out a very careful route to get it back in bounds. The Banshees come from the cutscene, which is rendered entirely in the game world and sometimes involves running scripts that also work in the open level. I think that must be what you "restored" here. This is the same reason an extra Pelican shows up on Pillar of Autumn. Sometimes cutscenes can bleed over into gameplay in Halo
MCC is 60 tick which breaks all the physics, which explains why the banshee gets damaged. No idea why MCC is still 60 tick considering 343i has officially added interpolation to the games anyway.
it irritates me that remasters are never the exact same experience as the original(don't get me started on the silent hill collection)but at the same time, we've been spoiled by 60 fps for years now and going back to 30 would be unbearable.
This unfortunately makes all the enemies throughout all the campaigns more aggressive than they are supposed to be. So basically every campaign is more difficult than it's supposed to be. That's why legendary is so much more difficult than the orignal versions.
Even though it was either cut content, Orr juusst ann oversight, I still think it's a really cool Easter egg, because you can basically goo anywhere on the map!

My guess is that these vehicles would be trying to attack you. But Bungie knew that, because of the Sniper Rifle, you would shoot it and it would be too easy of an encounter, even on legendary.
In halo 2 the outskirt level has this skull where there is sniper bullets. Any how when you pick it up it spawns infinite ultra elites. Its in a small room in one of the building. The question is are they going to keep spawning or is there a limit? This has to be in legendary and the more you kill the elites the more harder the elites get and more spawn with snipers and swords.
As a software developer I have some ideas. I think both your scenarios are likely. * It's possible there was some issue with the banshees, such as the player being able to kill them, and the other enemies probably wouldn't react to that. This doesn't mesh with the idea the player is trying to be stealthy so they could have cut the banshees. Or similarly, players who saw banshees tried to snipe them, again going against the start of the level narrative that you're supposed to be stealthy. * The level developer was instructed (or had the idea himself) to add in two banshees after the level was playtested with just the phantom to make things cooler. He added them in incorrectly and everyone forgot about it. Everyone was already used to the phantom alone being there and forgot they had wanted to make a change. * The level developer added the banshees from the start but failed to notice they weren't showing up. * Either of the above two but the lack of banshees was noticed, but it was too late in development to do anything but fix high-priority bugs, and since the lack of banshees wouldn't even be noticed by players, it was a low-priority bug that was never fixed.

Because separating the fps and the tick rate produces bad results

Another interesting theory could be that it was accidentally cut out when they went to fix other bugs, and it was just never fixed

Likely when the first invisible ai doesn't spawn into the first banshee, the script errors out and never spawns the second banshee

Probably not cuz some levels have the hijacking disabled for Banshee's. So for this level they could've done that as well.
I think the AI are different here. They could just be basic scriptable AI with no other unique traits

They were probably cut to keep players from shooting them and ruining the "ooooh sneaky sneaky stealth" start of the mission.
