    Actually, before passing ‘ Revoke Privilegia’ Reform, you can accumulate the Imperial Authority up to 100 first.
    The higher Imperial Authority becomes before passing that reform, The less and less HRE members reject passing of the reform.
    In many case, none of the HRE members will reject the reform if the Imperial Authority reaches 100.
    For HRE members which have low opinion of you as the Emperor from Austria, the Diplomatic Juggernaut, you also can improve relations with them first.

    I haven't tried in 1.32 but in 1.31 you could add provinces outside of Europe to the HRE as long as there was a continuous land connection to the HRE by having your capital outside the HRE as emperor and pressing the Join HRE button. It's very useful to create vassals like Najd, Ajuuran or Sindh as HRE princes to help convert. I didn't really need it in my One Faith because I had 70 years of game time left by the time I finished but if you're in a time crunch that's a very nice exploit.

      This mechanism is still there as the third basic reform, "Absolute Reichsstabilität". This reform gives the emporer a casus-belli on non-members bordering the Empire to force them to join the Empire, but it isn´t as powerful as "Reichskrieg".
      I got a lucky playtthrough were I got Burgundy and Hungary as the typical free PU, Milan via the shown event, Bohemia and Bavaria via the Mission Tree and even Naples and the Palatinate PU. With all these 7 PUs I was able to force the Ottos to release all states in the Balkans and to smash them in Anatolia and then convert them. I did the same with England, France, Aragon and Spain. Then all of the small states were added to the HRE fairly quickly and became part of the HRE vassalswarm.

    I was really sceptical of the whole adding nations to the empire cb. But revoking reforms and getting the centrelized way after gettring whole europe in the HRE seems really op. First time i have heart about that idea. I guess someone will do an expliot video on it conquering europe in 50 years or so.

      The problem is that you lose the cb so you will need like 250 or 300 influence to get the centralized cb and then more 250

    they should stop giving the expand empire CB after the 3rd reform and keep it as part of the decentralised route only. If you want to expand HRE then decentralise it and if you want to centralise it then you cannot expand.

    Thats what I found out after going that decentralised route. The fact you can make one big nation into part of your HRE make it quite powerful tool for world conquest. And you dont even need to conquer province.

      If you decide to switch to centralized path of reforms after you have already benefited the most from decentralized path as this video suggests, you can maximize the centralized path you have just switched into by considering this:

    Decentralized is a blast in MP since electors can call in the emperor which the emperor can also call in all other electors, so if you snow ball a few electors into major powers you dont have to be allied to other electors to call in other electors into a war.

      My understanding was that the hre itself doesn't survive for long in competitive mp games. Few years/decades after the start of the game, someone will just ally a few human player and come dismantle it.

    If you have 100 IA and you revoke noone will pop out so you could wait for that in the last step instead of warring everyone to get your claims back.

      I don't think that works. Having 100 IA just gives +50 reasons. So the biggest nations like Russia and GB in my playthrough would still not become vassals.

      @@RadioRes Usually, aslong as u can get an alliance with them, cap out relations and dip rep etc. u can get pretty huge nations to vote for the revoke. It's certainly worth seeing if you could get them on side at least

    Technically, if you are saxony and pick diplo and influence and humanist ideas, u can stack so much improve relations and diplo rep that you can revoke with no one leaving if u have 100 imperial authority

    There is that achievement with mulhouse to go decentralized, but still haven't tried it

      I did it in 1.30 and it was one of the most fun I had with eu4. Especially the early game is fun, because Austria hates you which makes expanding interesting. Combined with being a free city and having great mana generation it is perfect for a tall playthrough. Back then you could only attack nations with more dev than yourself with the Reichskrieg cb, which was a pity, because I did become a bit too thicc.
      Maybe I should give it another try with the new reforms and I think you should aswell :D

    I wish there was a decentralized reform which made heretics ok. I want to create a religiously diverse HRE :(

      I think religious peace while going down the decentralized route makes you more IE than the malus from heretic princes, so in a way its ok I guess? Thematically though it doesn't quite fulfill it and I would also like to see it!

    A problem I’ve noticed with the centralized reforms is that you can’t really have large non-HRE vassals because they don’t get the same liberty desire reduction. And I had this problem even after taking both diplomatic and influence ideas.

      After you pass ‘Revoke Privilegia’, You don’t have to have large non-HRE vassals if you have the whole HRE as your vassals and you can also add lands to HRE and release new vassals which would become new HRE Vassals too. Then you can conquer the world by planning which part of the world to transfer to your vassal control in order to manage Governing Capacity. You can also annex HRE vassals without getting diplomatic reputation penalties from annexing vassals by granting Nobility Estate ‘Noble Integration Policy’ privilege.
      In the colonial regions, Colonial Nations’ liberty desire doesn’t work in the same way as vassals’.
      So, there is nothing to worry about.

    How do you play EU4? I don't understand the game philosophy yet so I don't know how you're supposed to be playing it

      The game philosophy, for beginners at least, is to follow the "Mission Tree" and complete all your objectives in the tree. You can also do this by trying to play "historically", for example, as Castille defeat the Islamic countries in Iberia, form Spain and colonize the most in the Americas (basically the mission tree of Spain).

    Hey, I'm doing my first Ironman playthru of Zimbabwe, & conquering most of Africa.. Its around 1560 or so.
    I'm wondering if I should risk attacking Great Britain? Normally I'd risk it cos I can just reload to before the war if everything goes bad, but I think it might be too risky on Ironman mode?
    England has some land I want in South Africa & West Africa. I initially thought it should be easy, but then I realised they are miles ahead of me on tech.
    - England Tech - 13 Adm, 13 Dip, 14 Mil - Zimbabwe Tech - 10 Adm, Dip 10, Mil 11
    England plus allies - 39k Infantry, 11k Cavalry, 15k Artillery, 143k Manpower, 11 Heavy Ships, 15 Light Ships, 0 Galleys, 19 Transports
    Zimbabwe Military: 47k Infantry, 7k Cavalry, 23k Artillery, 172k Manpower, 10 Heavy Ships, 18 Light Ships, 11 Galleys, 40 Transports
    I'm thinking it will be a bad idea to war them yet? I'm a noob who normally does tons of save scumming...

      @@ajsrf ok thanks... i thought so.. at the beginning i was struggling to beat kilwa who was 2 techs above... i hoped maybe i could sneak onto britain somehow while most of their troops were in the americas just to try get enough war score to take the african provinces but its very risky.. i got fleet basing rights in france but they dont want to ally me even with +100 relations.. guess im too far away & weak

      @@ajsrf to be honest i thought i was caught up cos on my tech screen it says +30-40% on my tech but might be cos im 2 institutions behind & havent discovered most of europe yet? does it only base how far ahead on tech you are due to nations on your institution level or nations you know exist? its kinda hard to level up tech... ive spawned in colonialism but not quite paid the cash to do it properly and even then id still be at least one institution behind

      @@tigrecito48 If there is red icon of the institution in your tech tree then it means it spawned and you didn't embrace it yet. Better save your mana. Dev it and try to embrace it even when it comes to taking loans. If you haven't fully discovered europe yet you can try to steal maps from mameluks or ottomans (idk how your borders look like)
