You can do it before, after, or both. Just go super slow and feel the muscles doing the work. I would not use the loop band while riding. That will probably do more harm than good.

would you suggest pushing through the pain if this causes more pain, or can that only do more damage?
Pushing through pain is never going to be a good route. If this movement is painful, you most likely need to get assessed.
