They are. But even without reloads, you can threaten a torpedo strike with a ship that's fired its torpedoes and the AI doesn't know any better and has to respond like it is real.
Looking at the Gneisenau, those torpedoes blew some secondary guns completely off the ship! ;-) (Yes you had forgotten to auto-place, but it made for a good story.) Was irked that you ignored the 'CVL group of radar dots to the east of their BCs for soooo long--would have completely changed the way you approached this last dust-up, I think. Would have tried to keep the DDs with eyes on THOSE while sending my lead forces back to group up with those coming from the SW, and my strikes would have been against THAT group of dots and not the BC group. (Though you can't argue too much against hitting a BC with a torp--just if you wanted CVs, you were against the wrong group.) But yeah, that's how battles go, sometimes, they were out not only the ships but the commander!
The reports to the east were just too fragmentary - stretching the whole of the east, from NE, E, and SE - so difficult to know where to actually go. Plus, I already had my hands full! I did consider launching a strike at them, but again, the reports were too fragmentary to give me even a medium confidence target.
9:23 I noticed that it has submerged torpedo tubes and that both of them were destroyed. That should be enough to explain why it sunk after just 2 torpedo hits (that said, I don't remember the level of its torpedo protection). Unless... mines have a bigger explosive than torpedoes, right? 21:18 LFJs and DBs (and float planes, IIRC) aren't night capable, so even if they can launch because it's dusk they'll suffer losses when they land.
That CVL at the end might well be the torp hit BC. When badly damaged a ship will detach. If there was enough destroyers it would get a detached DD escort. They might be too low on DD for that. The CVL radar blip thus could be "big ship" "all alone" with "no escort". That fits a damaged BC struggling to get home. Where as a fresh CVL would likely have fresh DD forces thus smaller blips around it as escort.
Some aircraft carriers and naval aviation are too weak compared to the same period in reality, until now, as it was in the linear era, everything is decided by battleships🤷🏻♂
Pacific battles in lovely sunny weather near the equator and European battles in bad weather and short days were very different until aircraft could really confidently operate at night time and in poor weather.

Just when you thought you were disengaging, you run into a fresh force. I suspect the BCs are the covering force for the carriers.

Oh yes, being hit in the torpedo flats is very definately a bad thing, even with good torpedo defences (it was probably TP3, certainly at least 2)
