Excellent question. The main reason is for diagnostics. By having control of both ends the ECM can send a small voltage thru the coil in the solenoid or in this case a heating element with no actuation to see if it open or shorted.
Can this affect fuel economy? My car has the error but runs 100% fine with all the temps, but the fuel economy isn't what its supposed to be. It like 13-14L per 100km
Yeah your fuel economy drops, there also may be the occasional engine shake every now and then, but if you just keep driving it can lead to a more expensive fix

I am glad you ask! That was a mistake. The pump that need to be replace is the water pump. Sorry! Sometimes brain and words don’t connect!! Lol
