Yes, there is a deleted scene from The First Avenger which shows Bucky fighting alongside two of the men who will later go into the Howling Commandos, Duggan and Jones, but before the Howlies was formed. He was, apparently, in charge of their original unit. Sargeants do have a leadership role, albeit inferior to Commisioned Officers, so it makes sense. Basically that scene makes it seem like Bucky selected a lot of the men who went into the Howlies from his own troops. Which makes sense, as he had been leading them for a while and knew their personalities and abilities. I find that scene fascinating and I think it shouldn't have been cut, even though its short because it really showcases Bucky's abilities as a leader.
