The Secret Service always has to take responsibility for any assassinations (or attempts) of their charges, but it seems it is only the female Secret Service director that is forced to resign her position, none of the male Secret Service directors that have had assassinations and attempted assassinations on their watch in the past have had to resigned. Why is that?

DOES THE FBI HAS A HIGHER AUTHORITY OVER THE SECRET SERVICE REGARDING THE FORMER'S MAIN DUTY TO PROTECT THEIR PROTECTEE? Rather ARE THE SECRET SERVICE AND THE FBI INDEPENDENT OF EACH OTHER'S ESSENTIAL DUTY/OBLIGATION? What happens when the FBI interferes with the job of the SECURITY SERVICE?
My intellect nudges me to consider the interference of the FBI IN THE Secret Service' operation, polluting the latter's sacred service.
