Those "14" volt tubes are actually 12 volt Loktal tubes. Back in the late 40's many radio makers had a good supply of war surplus loktal tubes and used them until the surplus market dried up, then they changed back to the octal tubes. The part numbering system for loktals was to use "7" for 6.3 volt loktals, and "14" for 12.6 volt loktals. Battery locktals were numbered in the "1Lxx" series.
I've also seen completely random, different chassis stuck in some radios from 1941, plus different knobs, pointers, etc., seemingly indicating that Zenith was burning up inventory to get radios out the door when WW II hit. They did make a lot of chassis that looked the same and fit in different cabinets, but I can't believe that many chassis got swapped around after the radios were sold.
Nice catch! You'll have lots of war stories dealing with poorly executed repairs. Something that is easy to slap together is a RF bypass capacitor probe. Get an old meter test lead, put a 0.1uF 630V polycap in series and alligator clip at the other end. Connect the clip to zero return or the chassis and touch the probe around caps, resistors, tube pins, etc. to run down open caps or noise problems (divide and conquer).
Great job finding that bad cap, who would've thought a new cap could be bad. I wish You showed all of that console, You only showed it with the cover on it.
Nice radio! That's the deluxe model with the 25 and 31 meter bands. I've had new capacitors mis-labeled and even high ESR. Now I test everything before I replace parts. Loktals are notorious for dirty pin contacts. I usually take a dremel with a brass brush attached to clean the pins.
I'm kinda backed up with work right now. It's almost impossible to ship a console due to size. I'd need the chassis and the speaker at a minimum. It's to risky shipping a delicate speaker.

How can I get my '36 Philco 36-610 chassis repaired? It's a floor model if that makes a difference.
