cutting out Pontus's first turn really confused me at first with how he played his commander and wish-claw with only 4 mana on board. Then when he attacked on his next turn and his commander trigger showed up i saw he had gotten 2 treasure tokens on commander ETB.

No.
If you choose no target, zero, it would resolve and draw a card.
But if you choose one target, and the only target becomes illegal per the rules the ability "fizzles" and does not resolve,no draw.
