I'm not sure, but I'm guessing that this is because in 2D games, such as Dragon Quest 5, you cannot see the sky, only the ground from a bird's eye perspective. In 3D games however, the game is able to move the camera around, and thus, the player is able to see a Buddha face floating in the sky.
