Electrical transformer is a static electrical device which converts electrical power from one circuit to another circuit. Transformer is a back bone of electrical technology in the world right now.
There are many parts of a power transformer or distribution transformer which used in grid stations power houses or power plants and sub stations.

That is called tap changer. Usually used to adjust the secondary voltage by mechanically adjusting the secondary coil position. Big transformers usually have automatic motorized PLC or DCS based OLTC ( online tap changer’s) those adjusting voltage automatically in case of heavy load swings
