When you’re starting out building an agency or startup, it can be costly to hire a team right out of the gate. Plus it might take awhile to understand what kind of full-time resources you’ll need long term. It’s important to find the right balance between hiring permanent employees and contracting freelancers at the right time.

My only issue is that outsourced freelance developers from overseas are significantly less expensive than full time developers. This matters in a startup situation where cash is so limited. This is also especially probelematic when the freelancers can be very senior and experienced devs, but senior developers will not take a full time job with a new startup.

True, but senior devs may work at a startup if they are looking to get out of a big company where they have little impact (ie: Google, Facebook) and work at a startup they believe in where they can build it from nothing and eventually become CTO.
