I seem to remember years ago that adding an article to the beginning of a puzzle was allowed. Also, on Jeopardy, adding or changing an article doesn't cost you. Saying "What is Tale of Two Cities" or "What is A Tale of Two Cities" are both OK. What happened here?

Not strict. She say A. Everyone who has ever played knows you’re not allowed to add or subtract words from a puzzle. If you don’t finish, you are allowed to restart. But after 40 years of that rule, it’s not strict. It’s just how it is.

correct, when solving, you MUST say it as it is shown on the puzzle, you can't add anything even if it might not sound right.
