Good afternoon! The baptism of “fire” in this context is specifically referring to the future prophecy of God’s judgement upon the unbelievers. In other words, this “baptism” that Matthew speaks of, is implied to God unleashing or delivering His judgment.
In simpler understanding, Fire is referring to judgment/cleansing/purification. And baptism of Water and Holy Spirit is referencing spiritual resurrection/rejuvenation/revival/renewal.

Could this verse be in reference to the Prophet Muhammad PBUH?
This verse was John the Baptist speaking of the Messiah Jesus Christ. John does not reference an ordinary human being, rather a God-Man. Which the identity John is prophesying is Jesus Christ.
Muhammad was a mere sinful man, like the rest of us. He did not have any divine attributes, and no prophetic gifts.
This verse refers to Jesus Christ alone.
