Friends, most of the time OBC non creamy layer certificates are subjective. As per governent order the children of officers entered as class1 officers come under creamy layer of OBC though they are from OBC. Meaning these candidates come under general category only. The status of their parents when they entered the service is the only criterion to know whether one comes under cremy layer or non creamy layer, ever after the retirement of their parents no change. It means though one belongs to OBC, but entered in gov as class1 begore 36 years of age, then his/her children will be under creamy layer permanently. Now class1 officer and other similar officers in university, college, psu, bank etc mapping is given. Here subjectivity comes in through kickoff. I entered the goverment service through CES examination of UPSC in 1985 as a class1 officer. Though I belong to OBC, my son could not get OBC reservation as he is coming under creamy layer as per gov order. However the son of my relative a retired professor of aided college could get selected under OBC category. Its all in the hand of official issuing the creamy layer certificate.
