They worked together in the past. Chronologically, the attack on the senate which ultimately was used as leverage to free Ziro the Hutt happened a while before this. In the time since that attack Embo was seen elsewhere on his own jobs, such as working for the banking clan.
I like the idea of Embo's hat it has a great design and it has a lot of uses, it is blasterproof, it is wide enough to protect the wearer, it could be use for defense but could also be use for offense and you could slide with it. Such a genius idea. But i would imagine it to be heavy.

He shows his skills in his few scenes and uses really cool weapons that nobody else has used in the series before. Then I thought about how this character with minimal screen time is beloved by so many fans (myself included) and realized it's exactly like Boba Fett. Boba was beloved by fans in the original trilogy despite barely talking. He had cool weapons and his few scenes emphasized his presence. Maybe Embo will get the same treatment and be further developed.
