The "new" one is actually the European release. The US version released by lionsgate has the pauly shore voice acting.

At least the UK voice acting looks fine, but things wouldn't be the same without Pinocchio's fruity voice. Carlo Collodi (the author of the classic Pinocchio tale) is rolling in his grave right now.
Apparently this is one of those movies like The True History of Puss in Boots, Doogal, Asterix and the Vikings... etc...They are foreign films brought over to the US and happened to have popular actors play the dub to "try" to make it more appealing for American audiences. These kinds of films usually don't do very well, but are still worth watching in their original format (non-dub).
Original language for Asterix and the Vikings is the English version because the lipsink animation was based on it
