For years the center bore of the north and southbound tunnels, "just had a section of track" hanging out from the inside" While I don't remember for certain the side track on the west side might have been added during this time. I do recall when the CX tracks were being installed.
The Antioch Trains has been programmed to go faster and higher priority than the Richmond Train. I ride it everyday.
Yes the CX track has a higher speed code, 50 mph instead of 36 mph on the C1 track. The CX was added in the mid 80s if memory serves correctly.
