- No one is allowed to own guns in Taiwan, with one exception: Indigenous hunters. But there’s a catch. Each hunter must make their own gun by hand. This leads to hunters using DIY guns of varying quality, often sorely lacking in safety. Guns made in factories are strictly banned.
Indigenous hunter Talum Suqluman was charged in 2013 with using an illegal gun to hunt protected animals. In 2021, his case went before Taiwan’s highest court in an attempt to resolve the conflict between the right of Indigenous peoples to practice their hunting culture, and Taiwan’s near-total ban on civilian firearms. Many Indigenous activists rallied around Talum’s case, surfacing centuries-old tensions between the Han Chinese majority and Indigenous communities of the island.

It's odd to be next to a hostile superpower and worrying about indigenous hunters having guns that can shoot once per minute.
they are likely afraid of china playing "the racist american puppets want to control you join the ccp" because china has played that narrative in every colony around the world and even africa.
Maybe they dont want indigenous people that have had access to weapons since the 1800, but still dont have the capability to educate themselves into making something cheap and reliable like a modern musket or something, to be able to buy modern guns because they would just wipe out their own food source...

Indigenous Taiwanese comprised 2.4% of Taiwan's population but 7% of Taiwan's military and 60% of the special force. They deserved much, much more.

To be honest, Taiwan treat their Indigenous people much, much, better than let's say the People's Republic of China or the United States. But yeah, doesn't change the fact that they deserved much better, especially after the brutal regime of Taiwan dictator of that time, Chiang Kai Shek, such a bad leader, glad Taiwan leader now are much better than their past dictator.

I mean, what do we really see? I don't see China invading countries all over the world, slaughtering 50+ million innocent civilians as they do so? Do you?

I don't see China building any illegal military bases (in others countries), to use to steal and syphon off their oil? Do you?
Nope, but that does all come from the USA, though! Who are the world's global monster today, and who are so out of control today, the country needs removing from this planet! Who, do those people, actually think they are?
REALITY (If that's allowed)!! ... China lifts over 900 million people (3 x the population of the USA), out of a life of absolute poverty, and into a life of prosperity, ... Well, how dare they!! Try an education, Yanks! China has a Communist government, and yet they run an almost capitalist system? (only with one big, huge, difference). China have been watching, and therefore learning from all the mistakes made by the West, giving China today, a massive advantage to get things right, (without having to make the same mistakes as the failed West).
The biggest difference you'll find between the West and China?, is that China will never allow anyone, or any company, business, or billion-dollar corporation to become influential in the government/leading party. Nothing and nobody will ever be able to dictate government policy. Not by being a multi-billion corporation, or by being an Elite as we've got in the West.
In the West, we've created a 1% of the population, with over 90% of the wealth. And that has seen all the real power shift away from our governments, and into the hands of extremely wealthy individuals and corporations! And that has seen the West fail. China knows this, and that alone will see China succeed, as it's seen us in the West fail.
As a hunter myself, people fail to realise that hunting protects the eco system and balances it out. Especially in the UK where I'm from, industrialisation and centuries of environmental destruction killed all of our big predators like bears and wolves, now there are too many prey species and the eco system cannot survive unless their numbers are culled.

Truth my man truth. Today's so called fragile generation can't see a blood drop but in terms on hunting. They just overreact and doesn't even listen to us
what exactly are these prey species destroying? the environment balances itself over time. if there are too many prey species, then predator populations increase and bring it back into control. Its only an issue if the animals are introduced in an area where their natural predators are absent or if they are ruining the land like deer do in Britain, preventing forests decimated by humans from growing back.

I was night hiking and ran into a group of indigenous Taiwanese with these guns. I was really freaked out before I met them but they were super nice and we had a great time chatting. So cool to see Vice cover this

That's actually insane, even the strictest laws should at least let you have single-shot .22LR factory rifle. Hunting boar with makeshift guns sounds impossibly dangerous.
In my country .22 is the same thing as a 50 bmg
in the uk you have to have acces to a range and a government approved gun safe just to get an air rifle over 12ft/lb in power, and it has to be single shot or double action, no semii or full auto

@@deebo5474 not true, you can have semi auto 22 caliber guns in the uk. Also you can have manually operated magazine fed rifles as well. And pump action shotguns. You can even have a bastardized "pistol" that complies with current laws.

I can relate a lot to this as a native american. We lost our hunting rights up until recently. I hope they're able to get theirs
My father spent 7 years living and working in Taiwan, but this is actually the first time I've heard about this topic. It's a shame that indigenous people are persecuted for keeping their traditions alive. Even in other countries like Japan, where gun controll is among the strictest in the world, hunters are allowed to hunt, and obtain proper equipment and licenses. As a gunsmith, I have to say that the weapons those Taiwanese guys make are indeed quite simple, and could be made in a safer and a bit more precise way, even with the most basic tools and equipment. I wonder why don't they use cast lead balls instead of ball bearings, it would be a bit more effective, and a bit safer (less risk of ricochet, and less overpenetration). Also, a simple cloth patch to place the ball on would inrease accuracy and energy. Nail gun blanks are actually a decent power source, but would probably be safer to use in a simple break action, or a falling-block styled action, due to the tendency of case-head separation (those are rimfire blanks that generate quite high pressures). Well, if the officials insist on the weapons for hunting being homemade, they could at least provide some courses on the safety and craftsmanship required to acchieve guns that are effective and safe to use. Or the indigenous hunting and rifle association could invite a gunsmith to their conferences, to at least provide the hunters with some informational background, training and advice. Personally, I wouldn't mind spending some time in the Taiwanese countryside teaching the basics of gunsmithing, sounds like a great adventure. And There are probaly some more guys like me around the world, with knowledge and willing to share.
I am a Taiwanese. Taiwan is different from Japan.Taiwan is very small and has unique geography.
There are many unique creatures that can only be found on Taiwan Island. The only home for the creatures here is on Taiwan Island, so the number of each creature is very small. Precious species.

Still, you're a brave bunch to go after a wild boar with a smoothbore ball bearing firing gun. For birds and small game I suppose you could use steel bb's placed between two wads, like a muzzle loading shotgun. With a nail gun blank it should be quite effective.

The iron law of Taiwan's law cannot use the laws of the Han people to try the aborigines of Taiwan.

It would be cool if a person, a gunsmith perhaps, went there and set up a full shop, free to use, and walked each person through the process all the way through. That way, each person makes their own gun. A good safe one. And they have not broken the law. I know there's probably way more to it than that, but maybe some possible way to start more change? This video allows people to see the problem. Hopefully it will get synthesized.
Interesting idea, teach a man to fish approach. It could be another tradition they can pass on.
Better idea than just handing them factory produced rifles they have no experience or ability to repair
in the field quickly or repair properly back home in the village.
As an American homemade firearms enthusiast, I could definitely see myself getting involved with this. I would really love to do that at some point.

@@willpittman7593 I've done quite a bit with 3D printers, and I've been very impressed by ECM rifling. Recently, though, I got a mini lathe, and I've been working on some stuff with that. With modern home shop production techniques, their builds could be improved substantially and still be self-made, I'm very certain.
9:09 That's how it starts. My grandmother's people were told to hand over their guns for "safe keeping" before they were rounded up, and put on reservations. I lived on Osage Avenue in 1985 when the government told a group of people to hand over their guns & their children. When they said no the government dropped a bomb from a helicopter, burned down 60 houses, and killed 11 people including children. No. The answer is always NO when they tell you to turn in your guns.

Civilians are banned from owning guns in Taiwan, and yet they're in fear of a Mainland Chinese invasion. Maybe it's just my thought process here as an American on the other side of the ocean from our enemies, but if every citizen had the right to own and train with at least a semi-automatic variant of the Type 91 Rifle, then maybe the PLA would be a bit more fearful to invade their island.
Possession of firearms actually used to be mandatory in Switzerland. Those who were serving in the military had to keep their service rifle at home in the event they needed to deploy quickly.
However that law changed a few years ago and it now allowed members of the military at the option to store their rifle at their local base's Armory if they so chose.
Military service is already mandatory in Taiwan. The reason why civilian ownership is not allowed is because of fears of internal revolt by domestic separatists, Japanese loyalists or Chinese Communist sympathizers. The country was not stable for a long time. Civilian ownership only works if everyone is on the same page.
@@Red9san That is one reason why firearm ownership is so tightly controlled in the Republic of Korea too (the communist DPRK neighbor to their north).
I don't know how gun laws works in Taiwan (I've read their is a license available for firearms in Taiwan), but, generally speaking, in the ROK civilians can own a firearm if they obtain a license (hard to do) but, generally speaking, only shotguns are licensed and only for purposes like hunting (which also requires an additional license). Also, when the gun is not in use, it must be stored at a range or at a local police station. The reason for all this is that the government fears communist infiltration from their neighbors (the DPRK and the PRC).

I’m Taiwanese-American and this breaks my heart. The American in me is like, just let them hunt! Let them have the safer, factory made rifles. But, it goes to this deeper issue of continued assimilation and control of a people who have had their neck stepped on for centuries.
Two things I find really interesting about the stocks in particular 1) the length of pull is very long to keep the users face as far away from the chamber as possible 2) the stock is angled in such a way that aiming upwards (into trees) is much easier than aiming on a horizontal plane.

They occasionally have great documentaries. May not be stuff you are interested in but they still make quality docs just not in volumes. They got funding cut when Disney bought them so blame them. I honestly miss the weekly/daily news they had.

It is very clearly focusing more heavily on the (political) activists (with an agenda) than it is showing the government's perspective, and rightfully so. If the president of Taiwan wants to actually help indigenous people recover from decades of ethnic cleansing instead of just talking about it, they should let them have self-determination and tools of force to protect it if need be.

As a Taiwanese Han Chinese, I feel guilty to know this until now. I've heard of people fighting for indigenous hunting rights, but never dig in for it. For my own opinion, I would say though compare to most of the other countries, our government did try to protect indigenous rights, it still can get better. I can really see how the hunting culture is a big part of them and truely feel dumb to find this until now

It is actually perfectly legal to own factory made semi auto pistol and rifle for civilians in Taiwan under the "self defence firearms regulation licence", the problem is that only the uber rich and connected people are able to jump though the intentionally complex bureaucratic hurdle to obtain such licence. (fire arm ownership is still protected under the right to property of our constitution, so a out right ban of firearm will be unconstitutional, and thus our lawmakers use such laws to achieve a defacto ban on firearm ownership)
The easiest way to deal with this conundrum is to amend the "Self defence firearm regulation" to amend the section of hunters registration of the legal codes, to give individual hunter the permit to own safe firearms.
However politician on both sides of the debate focus on "collective rights" vs "public safety" and rarely talk about individual right, and the problem will never really be solved if the politician would not pull their heads out of the collective mentality.

I use to watch British news on America to see what was going on in America, but do to globalization, that's no good anymore.

@@FinalLugiaGuardian The government did “Disarmed”(confiscation of hand guns and repeating rifles)the aboriginal hunters for fear of an communist infiltration, however the government really clamp down on aboriginal hunters after the 1980s with the implementation of the new firearms ammunition and bladed weapons regulations.
Much respect for standing up for yourselves to protect the rights you have had for a long time and kudos to making your own firearms to hunt, target shoot and one should be able to protect themselves and their family and I hope you get to own manufactured firearms.
Please teach me how to stand up to protect my rights to own firearms and shoot my president. It's my right to be able to do whatever I want isn't it?

I’m a lifelong woodsman, a hunter if you want to call it that. The similarities between these people and the people of remote places in Canada is enormous. Modern North American society is not conducive to the continuation of this activity, and there is a movement to force urban lifestyles upon people In rural areas. Fortunately in Canada we have been able to hold back those that want to force urban lifestyle. only possible because of hunting organizations, and because politicians have harnessed the dollars of hunters.
In my province of Ontario Canada 50+million dollars a year in licensing fees only. Xx millions $ in associated business of hunting.
Greed and money worshiping has allowed hunting in Canada to continue. Looks like these Taiwan hunters weren’t rich enough to bribe the politician’s to allow them to legally continue the lifestyle they choose. I applaud these people for managing to hang on to their culture... on a lighter observation they have the worst firearms I’ve ever seen, with Laser sights mounted. I bet some of these guys can really shoot. This video brings to light some important issues that need to be addressed in 2021. Let’s all hope for the best for them.
Canada just doesnt have anyone living there. It is similar to Taiwan. Cities create human knowledge. The sad part about the rural is their ignorance. The sad part about the urban is their ignorance. Meanwhile there is a third group of humanity. We know both are important and we are going to rob both of you.
That's cause people down here straddling the border all believe they should each get to kill one deer/bear/moose/ per season and most don't care whether they can eat the animal or not . It does get expensive to hire hundreds of people to keep track of all registered firearms, oversee the populations of the hunted animals and provide tagging to ensure that over hunting does not occur or illegal hunting/poaching can also be avoided or tracked . The bad actors for the most part will not interact with these systems. The good part is that the group that can enforce hunting/conservation law and act against the bad actors when notified . If you are Native and have a status card it is your responsibility to know whats good or bad , you are also allowed much more freedoms when hunting . I dont know how legal a crossbow would be for hunting there but is acceptable here. a weapon hundreds of years old and killed animals since the first day it shot. a fire arm is often times not even necessary to trap and obtain food . is it laziness that leads to gun usage over traditional arms?
@@tobiwonkanogy2975 firearms have been used for hunting for centuries. At this point it’s just as traditional to hunt with a gun as it is with a bow and arrow, and frankly more so than to hunt with a crossbow.

You give an inch, the government takes a mile. Always remember that.
As a Taiwanese American who enjoys practicing my 2A rights. All the excuses that Taiwanese government apply to the indigenous hunters are really BS. In order to let the hunters practice their tradition safely and proudly, and if Taiwanese' government truly wanted to respect indigenous people of Taiwan. All they need to do is import some CZ bolt action rifles for each hunters with permit. and limit the amount of bullets per hunter per time duration. And have them return the rifles to local jurisdiction. All these problems can be solved. The only reason why government isn't doing that is because the indigenous people only take 2% of the vote, and hunting is a foreign concept for majorities of the people in Taiwan, so hardly it can gain any major public attention and thus no political impact on votes.
If government didn't want to do anything about this topic, I suggest we send some hunters to the U.S. and learn how to properly build a hunting rifle and to build a bullet that functions well for the type of rifle build. Only a hunter with a proper tool can hunt with respect to the prey. Hunting with something that' 2 MOA+ is disrespect to the prey and the nature.
Guns should be illegal to all citizens. Kudos to Taiwan. If indigenous people still want to live like primitives, then let them hunt like primitives. No guns!

Guns from WWII and earlier were rarely better than 4moa in accuracy. This was good enough for government work. Was that disrespectful to the nazis and the nature? Modern people are spoiled with modern rifles. The M1 Garand was called the greatest battle implement of all time by George Patton. It was only a 4moa gun.

But yes, in some minor capacity, dig enough online. Probably first usage in a conflict is emerging. Edit, personal opinion: I suspect little reporting on this topic due to the controversial nature, not unlike drug/alcohol prohibition etc, Vice and independent media tends to take on controversial topics so perhaps someone will do it eventually. As I watch this I sit in eager anticipation of the opening of Dove season in California. Majority of people out there have lost their connection with the food we eat and where it comes from. They don't understand the complexities of hunting and the relationship hunters have with the game they pursue. As our population increases, it's ever more important that the hunting tradition stays alive.
As a gunsmith these people amaze me.

As a hunter from germany bavaria it is very interesting to see how hunting is being done in taiwan. I think that every group of native people should have the wright to follow their tradition what includes hunting. They should be permitted to use manufactured guns! I also think that there should be strict regulation with help of the law, to teach hunters in hunting and closed season and how to handle with endangered species.

Due to the lack of natural hunters, the US government uses a hunting season for hunters to cut down on the extremely large herbivorous populations. With proper regulation, like these indigenous people are looking for, hunting is actually a boom for ecosystems.
The mass extinction has more to do with habitat loss due to agricultural expansion, pollution, and deforestation - get your facts straight.
As an American this made me value my rights even more and i sympathize with these poor people just trying to live their lives and having their freedom being denied. i wish them the best and hope the governments decisions are favorable for them in the end.

This is an excellent documentary brought out the injustice against indigenous people all over the world, I have been to Taiwan and know they have natives long before the Han people begin inhibit the island. They took away their way of life and even till now they can't wrap their head around the need and how to right this injustice.
Don't blame the Han people, blame the ROC. Chiang Kai-Shek of the Republic of China followed the core tenets laid out by his predecessor Sun Yat-Sen, which centred around the idea of nationalism and Han racial superiority, calling for the forced assimilation of all ethnic minorities. It was Chairman Mao of China who condemned such mentality, labelling it "Big bourgeois nationalism" and instead advocating for ethnic diversity.
Han Chinese did not reach the mountainous areas.
Japan actually was the first country to conquer the aboriginal regions of the mountains.
After WWII in 1945, KMT from China ordered the aboriginal people to adopt Chinese names in the first year of its rule in the island.

What the gov should do is to regulate the minimum/ maximum calibre for hunting specific game and have a system for background check and firearm license application.

As someone who takes pride in tool making and resourcefulness I wish I could travel to Taiwan and help their gunsmiths build out the tools needed for firearm manufacturing. Even something as relatively simple as a rolling block or trapdoor breech seems like an improvement over the open bolt, single lug designs that they are forced to work with because of their government.

Indigenous Taiwanese have much better respectable social status now compared to decades ago. Taiwan government and corporations have reserved opportunities for the indigenous, as well as tribes culture inheritance. It is great to see different cultures, languages, ethnicities coexist peacefully.

Perhaps those in the west that have this knowledge may find refuge in the East where making guns is not just permitted but very much sought after.
Knowledge would definitely help tremendously, however, a big part of their problem seems to be the lack of proper tools. I would imagine if given a mill, a lathe, some quality steel, and an infinite supply of electricity, these guys would be turning out masterpieces in short order
@@FrauleinMuller999 They need equipment and proper materials to work with. In parts of africa the steering shaft of cars were used for muzzle loading shot guns.
Modern gunsmiths have CNC equipment these days. The government would not allow that to be. One of the easiest guns to make if you have some rudimentary equipment is a submachine gun. 3D printing, all of the working guns I have seen on youtube from it are using a lot of high quality steel parts in the design.

@@sirius9108 How so? Many European countries allow people to purchase factory made firearms for hunting, something these people in Taiwan can't do, and thus are forced to make crude, barely functional or safe firearms just so they can hunt.
@@sirius9108 European hunter here, in my country there are no laws regarding ownership of magazines (only their use in actual hunting - anything goes on the range) and semi-autos are perfectly attainable, if not encouraged for certain types of hunting (boar mainly).
Also, sport shooters can own everything from AR-15s and Kalashnikovs to full-auto submachine guns as long as they're part of a club which competes using those weapons. Collectors can own artillery pieces in fully working condition. Your generalisation is obviously misguided.
The issue in the United States when it relates to gun violence is not the gun itself, it is the attitude and culture surrounding it. And as long as a combination of neoliberalism and fascism continues to rule the country it will not change. Sadly, my country is headed in that very same direction.

It is actually perfectly legal to own factory made semi auto pistol and rifle for civilians in Taiwan under the "self defence firearms regulation licence", the problem is that only the uber rich and connected people are able to jump though the intentionally complex bureaucratic hurdle to obtain such licence. (fire arm ownership is still protected under the right to property of our constitution, so a out right ban of firearm will be unconstitutional, and thus our lawmakers use such laws to achieve a defacto ban on firearm ownership)
The easiest way to deal with this conundrum is to amend the "Self defence firearm regulation" to add a section of hunters registration into the legal codes, to give individual hunter the permit to own safe firearms.
However politician on both sides of the debate focus on "collective rights" vs "public safety" and rarely talk about individual right, and the problem will never be solved if the politician would not pull their heads out of the collective mentality.

Excellent documentary. I don't like hunting but the indigenous tribes should have every right to practice such ancestral traditions that thousand of years of oppression haven't been able to erase. It is admirable how they keep passing down the culture from one generation to the next. Taiwan government should encourage and protect such lifestyle and not putting barriers to it.
Generally thats true. But then again I wonder what are the traditional weapons the indigenous people used? One of them said himself that a rifle is not an original weapon of the natives. So why can´t they just go on using their traditional weapons? I guess it might have been bows and arrows or something less efficient than a gun. As a consequence of that, they could still go hunting without endangering the wildlife as animal populations cannot be overhunted with traditional weapons.

Good laws are those that strike the right balance between respect for individual freedom and public safety. Compromises are inevitable and depend on the situation in each country.
The main problems in the United States are the extreme social and economic inequalities that drive the most disadvantaged into crime, the lack of good quality public social security that is inexpensive for citizens and that would enable better management of psychological and psychiatric problems, the mediocre quality of the public school system and the extreme tensions ( ideological, racial, political and religious ) that exist in this country.
Other countries can afford to have lax regulations on the possession of firearms because they have dealt with these problems - the example that often comes up, but which remains true, would be Switzerland (I am neither Swiss, nor particularly in favour of firearms btw ).

I lived there in the early 60s and I loved it, You indigenous people should get machine shops going, hold classes on machine use, then let each person come in and make their own guns, out of good, safe materials.
It takes money, lots of it to set up a real shop. They might be better off building crossbows with native materials if the proper steel and tools isn't available for rifles
With the nature of the restrictions, they may not even be able to obtain/make critical parts like rifled barrels. They probably would have done this already given that Taiwanese manufacturing capabilities are second to none.
So it's basically a mixture of a bolt action rifle and a musket.
Pretty creative, using nail gun charges to fire ball bearings. Hunting in this manner, where you have only one shot at a time, is the most humane way to hunt. This was alluded to in the courtroom, when the parliamentarian said that the prey would either die a quick death, or have the chance to escape. If the tribespeople ever get the right to use manufactured firearms, they can invest in factory- made muzzle loaders, which are virtually the same as the home made rifles that they now are using. American hunter here, I remember my father taking my brother, sister and I hunting for rabbits and pheasants when I was five years old. Hunting culture and tradition is worldwide. p.s., the meat that they were cooking (except for the rat) looks delicious!
I think them gaining access to factory made muzzle loaders or small bore single shots would be preferable to what they have to do now. So many chances for accidents with hand made firearms.

Factory guns are much less dangerous then home made improvised guns because the factory has quality control if you know who’s making it and extremely easy to use, forcing inexperienced people by law to make their own firearms if they want to hunt is absolutely ridiculous, dangerous and prone to errors. I’m not saying that every home made gun is horrible but it comes down to the person constructing the gun and their knowledge. As a shooter from Australia I would not ever shoot a homemade gun unless I have personally inspected the components and have confidence in the action of the firearm and even then i would probably not shoot it, and with China on there doorstep I would be trying to get as many guns to the population as possible so that it makes any invasion harder.

Why does it matter what calibers the people have? The military will always control the people. Not only because they're weapons are more powerful, they're more trained than the average person.
Gun ownership in Taiwan isn’t a right, the military dictatorship that ran the country from 1949 until the 80s put the country under martial law. However, Taiwanese citizens are required to join the military for a few years to defend their country.

Very, very interesting. In Sweden there are about 300'000 hunters and 200'000 sports shooting people with firearms licenses, out of a population of 11 million. That's close to 5% of the population. And people with licenses usually own several guns for different kinds of hunting or sports. None of these people or guns cause any criminal problems.
Criminals use illegal guns - including even grenades - smuggled from war zones in foreign countries. Or build homemade bombs!
Hunting is a big part of Swedish culture. The northern parts of Sweden actually pretty much closes down during hunting season. Teachers, policemen and everyone goes into the forrests, mainly hunting elk, and some bears. This does not constitute any danger to animal populations! On the contrary, hunting people are generally very engaged in nature conservation!
I think goverments around the globe need to understand that cultural values govern violence and criminal use of guns - not the access to guns. There are countries with extreme levels of gun ownerships that still have no problems with people shooting at other people. Then you have the horrible example of the USA - but the problem there is that american culture actually incourages the use of violence. With notions like "stand your right" with violence, instead of just walking away from stupid people. Which also causes things like someone giving someone a real punch in the face, publicly at the Oscars.
I think the Taiwanese government should rethink regulations. Forcing hunters to use homemade guns is a very bad idea. For people AND animals. (I'm not a hunter.)

American here. I think the reason why governments and UN around the world are trying to take away guns from the hands of the people is so they can have a monopoly on violence in their country.
