You can learn English for 4 years in another country and still never understand things that have specific meaning to people in a country. Like British say "Cheers" when they mean thanks but in America it's usually just something to do with clinking glasses of wine together during an occasion. So even if you understood the language you would still need to understand the culture and current and past trends to fully understand why a phrase is used.

Seawater destroys common building materials just living near the sea rusts anything metal (cars, balcony, gates etc) all need far too much care... Nevermind waterproofing... House insurance wouldn't want to touch u
