excuse me sir,,, if any treaty is signed before the establishment of ICJ and there has not been written any jurisdictional clause that if any party breaks the treaty ,,the dispute will go to ICJ(because the treaty was signed before establishment of ICJ),,,can we ask ICJ for its jurisdiction after its establishment without special agreement?
