But even then, the Japanese on the other side of the globe got away with it. Some were persecuted in the Tokyo Trials, but most were granted amnseties. Their minister of commerce and munitions even became Prime Minister, Nobusuke Kishi, while his counterpart in Germany, Albert Speer, was imprisoned.
Some Germans accused of war crimes also got away,such as Wernher Von Braun,Erich Von Manstein and possibly more.But you're right about Japanese War Criminals escaping justice.
When veto powers exist in a system like this, the criminals can get away with any crime and there's nothing anyone else can do about it through those courts. Which means that the law is meaningless and doesn't apply to countries that those with veto power don't want it to apply to.
