I think that is 100% intentional. From a physics perspective, it seems significantly easier to stabilize a load when you have a gimbaling rocket engine at your disposal, when it is coming in at an angle. You can use gravity and the rocket engine gimbal to completely stabilize, vs. coming in vertically. You can use both forces at your advantage, and cancel out other forces. Note, I am an enthusiast and am bad at physics so that may be wrong.

I am drawn to tears every time they launch and successfully land a booster. We need to stop squabbling over petty differences and get back to “Reaching For The Stars”!

Because the launch site is within the cone of the shockwave.
