U bolts are on correctly. If you put the bolts facing down then the brackets would be below the frame and it looks like there isn't enough clearance for the trailer's springs that way. I would say trimming the bolts is the way to go.
Did it help with loading the boat onto the trailer?
If you put the U bolts facing down as they should be , you wouldn’t have to trim them.

The posts are supposed to be touching the boat with lite pressure …. You boat can move around and will not be centered
