if he attacks you leave fort independence without attacking anyone (they might chase you a far distance) wait a couple days come back they will be friendly and continue the glitch

first off you don't need all the dlc to get the level cap to 30 you just need Broken steel.second the regular level cap without Broken steel is level 20.hope it helped :)

There's also the caps glitch. Buy one of two of the same item and then keep selling it back to the vendor in full condition until he's clear of caps. You can use this to exploit whatever you want while still keeping 100% of your caps.
Confirmed as of today 9/4/2016 this glitch still works with Fallout 3 GOTY Edition. I now have possibly more .556 ammo and stims than I will need. Thank You so much for posting this video.

A better way to get the ammunition is to grab Gary 23 before entering the Anchorage simulation, place him in the chair, proceed through the DLC, use the infinite ammo trick with the ammo dispensers, beat the DLC. When the loading screen shows up, hold down on the right analog stick and spam your "open container" button. If done right, you'll open up Gary's invent and you'll be able to drop everything you had from the DLC into his body, including the Combat Armor and all the unbreakable weapons you had

You can also use that ammo in The Pitt to convert it into things like 5mm & .44 caliber ammunition.

Why have a million caps tho like that's just so much time spent on that like even if you paid everyone everything in the game doesn't even add up to half of that
When I did this glitch I got 20000 caps and moved about 5 levels
I ended up dying very soon and realized I forgot to save before I did anything.

2020, they discontinued updates for the game long ago. Don’t expect them for it to be fixed unless they remaster it, which is HIGHLY unlikely they will.

Make sure you grab the int bottlehead in Rivet City first so you get more points on level up.
if you have the Pitt dlc you can turn your infinite .556 ammo in to any ammo in the mill (with the exception of missiles and power cells)

For anyone wondering if this glitch still works, Bethesda won't be updating Fallout 3 anymore so this will work indefinitely. It is still working as of 2019 so enjoy

1. give him scrap you must have an equal number like 20- save
2. steal back all but 2- save before you do this if you get caught reload
3. sell him back all the crap metal again-save reload if you get caught
4. steal back all the scrap metal-save after you do this
5. try to steal his pistol if you dont get caught reload
If you do it EXACTLY like this, it will work 100% of the time
If it still isn't working something might have happened like you accidentally shot him and then he forgave you and by picking his pocket he doesn't forgive twice so he becomes hostile

if you can find the alien power cells you can do the first part of the glitch and get an infinite amount of whatever you want from morgan.

Nothing really. I am basically evil as it can go, and you just get attacked by bounty hunters. Also you can get that ex raider guy to join you in megaton.

well of course it works, you know what also works? every godamm glitch in skyrim still works, from my experience bethesda never patch the glitches that are fun/ make the game easy after all it is about "how" you want to play and of course there is no incentive of them fixing the glitches because is not like theyre loosing money by making the currency or XP in game hidden behind a pay wall or a MICRO TRANSACTION

On Xbox One console with game downloaded, as of mid October of 2016 with all patches and DLC's, this glitch still works. Awesome find, thank you TheyCallMeAmerica for posting this. I love the Fallout series but never got around to playing Fallout 3, this little glitch really helped me out. Thanks again.

The level cap is 20. With the Broken Steel DLC the level cap is increased to 30.
Instructions unclear, killed all of DC Wasteland in search of scrap metal.

Update. As of 8/16/19 on Xbox One with the Backward compatible game this glitch does work. Although, if your being attacked you may need to start a fresh new game. I deleted my game save files and start from the very beginning. Step 1. Collect as much scrap as you can on the way out of the vault and you will level up to 2 and fill in speech as much as possible. Step 2 go to Megaton, save game and talk to sheriff and use speech on him to get 500 caps. Fix pipes then pop to Mentas to help fix bomb get caps and free home. Step 3 got to Meresti Train yard. Talk to Vampire Vance then talk to the vendor and buy scrap at 1 cap each. Usually has about 24. Step 4 get free Stealthboy from hidden stash outside Megaton. Step 5 follow video instructions. I made a new character less than two hours ago and I'm level 30 already with 124,972 caps now. Enjoy.
For this to work you need to make a different character if needed or if you blew up megaton. then get as much scrap metal as you can. the more scrap metal the faster you will get XP and caps and all sorts of stuff the protector casdin gives you. then sell all BUT 2 of your scrap metal. MAKE SURE IT IS AN EVEN AMOUNT. then use a stealth boy to guarantee that you will successfully pickpocket him. save if you want to be extra safe. then sell all BUT 2 again. this time pickpocket him and make him see you. DONT HAVE A GUN OUT. then sell some scrap metal to him for some stimpacks or what ever you want. then go to megaton and talk to Walter. he will tell you to fix some pipes through out megaton. look up a video where they are if needed. then go back to him and tell him it is done. next he will tell you that you can sell him scrap metal. keep selling him all your scrap metal for caps and XP.

With all of these complex instructions, it seems as though this would be extremely difficult, complicated, and irritating to pull off. But, in fact, it's a lot of fun and is very easy to do.

If you don’t have the “Broken Steel” DLC, the Lvl Cap is 20, and if you do have that DLC, the level cap is 30
I SUBBED AND LIKED! 🤗 I do this glitch and did it since the day it was released and I have 22billion of each stuff and had to reload the game sometimes since he caught me stealing lol.
level cap without add-on's is 20. The broken steel dlc raises it to 30.

HELP! When i try to pickpocket him the 2nd time, and get caught (on purpose), instead of him taking the scrap metal from me he just attacks, and i still only have the 2 scraps left. What am i doing wrong? I am trying it with only 22 scraps, is that the problem?
EDIT: SOLVED
OK so upon further inspection it seemed that anyone i got caught stealing from would turn hostile to me, at least anyone in megaton, fort independence, or tenpenny tower. So i believe what happened was that i was caught stealing once by the doc. I think that if anyone catches you stealing or pickpocketing even one time then from then onwards anytime you are caught will send ppl into hostility.
Luckily, Hunts ol uncle taught him to alway save save save, so i was able to go back to just before i had stolen those stims from the megaton doc and sure enough, i could get caught pickpocketing by the outcasts and they wouldn't turn hostile but would take the stolen goods back as is needed by the glitch. So i went from there and sure enough the glitch worked.
So if anyone is having problems with the outcasts attacking them on the second pickpocket attempt, then you need to reload back before you were caught the first time, whenever that was. and i think sometimes it is easy to miss too, like you might not have noticed you were caught.
But the big take away here was that it wasn't just the outcasts who would attack when they caught me pickpocketing them, it was anyone and everyone, so something had set it off in the past (ie i must have been caught at some time before, whether i noticed them catching me or not). So it isn't really a problem with the glitch itself, You simply aren't able to execute the glitch properly is anyone has ever caught you stealing before.
I know this is long but I hope it helps for those having a similar problem.

This has worked in the past but on my new save when he catches me, instead of taking all of it back he leaves me with 2 ruining the glitch and turns hostile. Anyone know why?

I found that putting either a grenade or mine inside them while pick pocketing will garner much more xp. I got like 1000 xp for each scrap metal
For those of you that are saying that he keeps attacking you, try it in daytime it 100% works during daytime. Leave a like if this helps.

Without the Broken Steel DLC, the level cap is 20, but when the add-on is active, the level cap is 30.

I read some comments below who have fixes to this though. Try it at day, if he attacks run and wait 3 days. Also I found out you need to fix the leaks first in megaton too or else it didn't work for me. Gonna try tonight after work again.

Yeah it doesn't work when I try and sell to Walter. The first part of the glitch works with me selling infinite scrap metal but only with the brotherhood outcast.
Still working in 2020. Just revisited this game and this glitch helped jumpstart my gameplay. Helping me max out my character quickly to breeze through and revisit the nostalgia trip of a lifetime

Hey guys for those who failed the glitch at ps3, it should work with an earlier save or new game. first i triedthe glitch with my level 16 save and somehow it didn't work and the protector attaked me everytime and i did all like in the video. Second try with my level 3 save and it worked perfectly! thx to the maker of the video gj!

Funny enough I can’t do this on my current run because of a different glitch. There’s a glitch where Walter will fall through the balcony to his death...kinda messed up my plans to sell him hundreds at the time I discovered it
If you pick up a scrap metal it will stop working, but if you pickpocket protector Casdin there will be all the imaginary scrap metal (if you did the glitch right) just pickpocket him with out getting caught (SAVE) then repeat the process again

Just tried it on PC. When I got caught pickpocketing, everyone starting shooting at me. I ran away, waited, came back, and everyone was back to being friendly. But when I talked to him again, he just took the 2 in my inventory and that was that.
*TLDR: They at least patched the PC game of the year edition in 2017.*

As of 10/23/20 it works, Xbox. The higher the scrap the better the rewards from Walter FYI.
