As someone who’s worked in both family and juvenile court, I can say it’s a multitude of possible reasons. Serious conflict between parents, issues with the law, drugs, mental illness that may or may not be caused by drugs, prior child abuse or neglect toward parents by grandparents, even child support. Imo it’s just another reason why institutions need to come back:
