Because cutscenes stops the clock thus it don't interfere with the TAS prime goal. As if there is one. It just seem like the person is speeding through the game, not trying to beat it at a world record speed.

this IS a speedrun, I assume you say that because they didnt skip the cutscenes, but I think that is a speedrun rule in some countries

It's a speedrun but they considere IGT and not RT so they don't care about cutscenes
