I'm not entirely sure that is accurate (needing to be on the same wifi network for the PS Portal). I've seen other UA-camrs use it on hotel wifi. I think MetalJesus did an episode using it that way.

After posting the episode, Rich did a little digging and discovered that Sony "recommends" you use your home WiFi because it's likely stronger than using a community-based WiFi, like at a hotel. I guess it's their way of covering themselves if the WiFi isn't strong when people are using it outside their home. - Anthony
