With the car off, spray the inside of buckle through the slot with De-Oxit and if there is any resistance in the switch inside the buckle, it will be removed by the De-Oxit. There are several strengths of De-Oxit - use the strongest one available. The process is helped by pushing the seat belt connector in and out of the buckle several times after spraying it to help get the deoxidizing chemical spread around inside of the buckle and into the switch inside the buckle. Wait a couple of minutes and the next time you cut on the car with the seat belt buckled, it should work perfectly. If not, with the car off, find each connector in the circuit under the seat(usually the driver's seat) carefully disconnect each connector and spray both ends of the connector with De-Oxit, work the ends in and out a few times to help remove corrosion or anything else that may be affecting the connection, and push the ends of the connector together firmly until the connector parts are firmly locked together, and push in the red piece, if it has one, as shown on this video. Salt air, a spilled beverage, or a loose connection can allow resistance to develop in the circuit causing the light to come on while driving or to stay on after the seat belt is latched and the car has been started. A spray with De-Oxit on any suspected bad electrical connector in a modern vehicle can solve a lot of electrical problems without replacing a single part; this is particularly true with the accelerator pedal position sensor, the throttle body connections, the Mass Air Flow Sensor connector, and down the line, depending what the scanner identifies as a problem area. Never overlook loose or corroded battery connections, and loose or corroded ground cable connections from the negative terminal of the battery to the engine, frame and chassis ground connections, all of which must be tight, free from visible corrosion, and should be tested with a meter, if you can't otherwise identify and solve an electrical problem.
