You didn't seem to explicitly say it, but essentially this is the difference between clip automation and track automation. By converting to a scene you're creating clips with per-clip automation, which then is subject to *2 and :2. So the broader question here would be if there is a more direct way to convert clip automation to track automation without necessarily doing it via scenes.
