Loving the idea of a game where throughout the story Team Sky leadership is visionary but hasn't quite figured out the details, so they keep declaring their new plans on how to expand the sky, then coming back later/ having one of their researchers approach them saying "we've run the numbers and this one's a bust, we'll have to find another way", and they slowly progress through all of these plans until they finally settle on this. After they land on this course of action their base gets revamped to have a stage effect that gives every pokemon below a certain weight threshold in the pokedex levitate.
Basically, vaporizing the oceans or ejecting the land into space would effectively expand the sky. Therefore, Team Sky directly opposing Team Aqua and Team Magma makes sense.

I always figured that the plan was to use Rayquaza to somehow generate more air molecules. Sure, its creating air out of nothing, but what would happen if you were to double the amount of air molecules in our atmosphere?
I mean, there is an entire lore about Mightyena, but to avoid important spoilers, let's just say that last one I remember was, I believe, eventually tera flying which isn't usually approved but there was an exception for them. Also, Mightyena deserve more love, because gamefreak obviously didn't give them any.
To explain how any Pokémon becomes acceptable. If it's a flying type, it's in. If it can learn fly, it's in. If it can visibly fly, it's in. Floating is a grey area, but we allow those with levitate. Air Bud/ Air Buddy is an exception.
Also now that I think about it, this kinda reminds me of how in Phineas and Ferb Doof would sometimes have these really petty reasons for doing schemes that realistically would probably destroy the entire world by accident...
Decreasing the surface gravity will also decrease the surface pressure. The surface pressure is the result of the atmosphere near the surface needing to hold up the atmosphere above it. With a lower acceleration due to gravity, that weight will be lower too. So it has the same problem as changing composition. One way or another, this plan needs to involve adding more matter to the atmosphere.
Correction on Team Sky being evil:They were never really too successful at being evil in the first place, and they stopped calling themselves an evil team after they met the leader of Team Night Sky, a version of team sky from another universe where team sky actually is evil. So, they would probably care a lot about morals. Correction on the goal:They gave up on that in the first episode.

Maybe I’m really dumb and there’s an easily explained answer why this wouldn’t work (I tried google, but didn’t find anything out though maybe that’s google being bad now) but is there any science about what would happen if we could magically just get more gas, like what if we could somehow go to other planets, get the gasses from there into canisters at the same ratio as our atmosphere, came home, and vented them all out essentially doubling the amount of gas in the air, what modifier are we adjusting then? Or would it be like earths gravity can’t hold it and it’d vent into space or something else?

Well, there's always the Matryoshka World approach. For just a relatively-small amount of extra land to hold onto it placed at the proper distance, we could make the atmosphere, and by extension the sky, as big as we want. Provided we had the material to put it all together, of course.

Personally, I think the edge of the atmosphere should be defined as the elevation where the average molecule in the air would have a 50% chance to have escape velocity. The calculations for this are more complicated though, since the fact that temperature is not constant with respect to altitude becomes more important.

The last one means, even if the Pokemon does not fit the other groups, it can join, hence Golurk and even SMEARGLE, being able to be used. Just a small correction, nothing important.

Team Magma had a similar issue with expanding the land, and Team Aqua at least would have "helped" oceanic water types at the cost of everything else, but team Sky's options are "superheat the world and kill everyone", "achieve unfathomable mining feats to make the air too thin to breathe or fly in", and lastly "argue to change the legal definition of where the sky is", the clearly least devastating of the three but also it's literally useless. Like do the birds care where we think the sky ends? They're the ones who know when they can't fly higher because they experience the effects of that. Litigious Team Sky is more just a menace to aeronautical engineering than anything else because that line isn't even really "where the sky ends" but "the upper limit to how high aircraft can fly at" and somehow that feels extremely fitting for the pokemon verse. If anything they should be arguing to either lower that line or impose a second line which makes the lowest legal flight altitude to clear more room for pokemon by limiting available space for aircraft.
Wouldn't hollowing out the earth remove the atmosphere? Not only would gravity be reduced due to the reduced mass of the earth, but the spinning of the metal core creates the magnetic field that protects against the sun stripping the atmosphere away.
Yeah, you can’t completely hollow it out, but as long as you don’t go beyond the mantle you’ll be fine! (At least, in that regard. You’ll probably be dead for a bunch of other reasons…)
If we wanted to make the Karman line higher couldn't we add air to the atmosphere? It would make it so there is higher air pressure way higher up and both flying Pokémon and airplanes could go higher. Of course it's not it's easy, but we could use some Pokémon to do it
Okay but if oxygen is the limiting factor we can just add a bunch of hydrogen gas and add oxygen in a lower quantity too Because as long as you don't increase the amount of Nitrogen the overall density should go down, Meanwhile increasing the oxygen levels would lower the amount of air pressure required to breathe.

Depending on what type of gas you use, you’d me modifying the mean molar mass. But you’re right at the end, a lot of that gas would be lost to space
