BRAKFAST Cop., they could have dropped one of their small boats to go back, pick them up, and then caught back up with the cruise ship. It’s a bit of a tricky procedure, but any ship that large is required by the US Coast Guard to be able to perform it.

Definitely the woman's fault. She probably was entitled and thought they'd wait as long as she wanted them to. She'll be on time next time.
I personally think it was more she lost track of time and/or got held up in a line, like she told her family "i'll finish up here in a bit, head back" and then she thought lot less time had passed.. she DID look very distraught, if entitled she would be mad instead and probably given a statement of "oh why didn't they wait, horrible cruise blah blah blah"
