it was a creative decision. they needed it to feel more lively like a broadway film so jay z helped produce the music and many artists were asked to sing songs that were modern but had 1920's jazz influence.
They did a remarkable job with the party scene, I think that's exactually what Fitzgerald pictured when he wrote that scene.
