The problem IS what do They do with his story. Thats The big problem with ALL The New characters in 4 IS that ALL They problems are solved in The same game and then in 5 They didin't add a New perspective or now goal for then like They did with kiryu. Ex: saejima in 5 repeat his entire story Arc from 4, while akiyama was there to light The mood of The situation and bring The yakuza but didin't add to The story. With They where to add him as playable character They need to make something for his own story .

You can definitely tell that they based a lot of Yagami's EX Actions off of Akiyama's Heat Moves, lol. Some of them are even just straight up move-for-move copies.

I think that is Beta Drive. Alpha, beta and gamma drive need you to upgrade skill in essence upgrade. IIRC, it doesn't need Saigo training.
