The constant problem with concrete unification projects has always been deciding who will be in charge. It killed the three mid-century Unification projects in the Middle East and Africa.
That was even a major issue in the unification of the United States, and is what led to the division of the legislature into the House of Representatives (where larger states have more influence) and the Senate (where small states have equal influence).

I never really considered the potential for modern countries unifying out of mutual interest. I always looked at the Korean situation and dismissed the idea. But the East African Federation sounded the most promising to me.
