update to anyone else attempting this skirt: i made 2 changes to the pattern that make it look more like the thumbnail. 1. to make the ribbing, instead of chaining one at the end of every row, pick one edge to skip that step. so for one edge you will still chain to flip, but for one edge you will straight away flip and start crocheting. 2. for the first three rows of shells, only chain 1 between the double crochets overall this should make the skirt denser and poofier :) i think it also helps to use thicker yarn relative to your hook size. im using 5ply milk yarn from shopee, and a 4.5mm hook.
