pretty sure he's very explicitly noted as not yakuza (which is why he's so dangerous, the yakuza works with strict rules, they can be anticipated and their harm can be fairly easily mitigated, people like kaneshiro don't have that kind of code)
Kaneshiro and his goons give much more amateur/chaotic vibes than the actual Yakuza characters we literally meet face to face in game; Iwai, Mune, and the cleaner from the end of Shido's palace.
