I was good to see Bootsie drinking some milk, but disappointing that the others who don't need it as much drink it all up before he could have is rest in drinking then go back for more. I even suspect he drank less in that session than he might have as the others kind of pushed him out in their eagerness to drink it all up, not letting him settle in to a reasonable long drinking session.
Kittens as tiny as Bootsie often only drink small amounts at a time often. So, maybe he needs milk offered when no-one else is around so he can drink a little, have a break, then go back for more again and again till he's had a real fill of milk, not having to worry about others drinking it all on him.

He doesn't give them cow's milk, it's kitten formula that Bootsie needs as Smokey has no milk, or very little now. Bootsie is too young to have been fully weaned if he hadn't lost his Mama so needs the nutrition from kitten formula, especially as he's struggling to eat..

I hope this is lactose free milk or kitten milk formula - normal milk is not good for cats & kittens
