That's a tough one Bret's heel run in 97 was great and I guess from a technical wrestling standpoint he's better than Shawn but there comes a time when people need to realise that technical wrestling isn't all that matters in every other aspect (mic skills, charisma etc) Shawn beats Bret.
If Shawn Michaels career ended at Wrestlemania 14, Bret Hart would definitely be higher up than Shawn on the greatest of all time list, without a doubt.. Bret Hart had the better wrestling career up to that point in the late 90's.... But being since Shawn had that second run from 2002-2010 he outdone what Bret did. And tbh, when they worked together, Bret always outperformed Shawn. Hart's storytelling (which even Vince himself said was unparalleled), ring awareness, execution of moves and proper selling, anyone? If Bret were WWE active from 2002 to 2010, less would discuss Shawn's work, imo. Bret vs. Undertaker I and II at back-to-back Manias sounds a lot more gourmet than what we got.
