I only know very little about "ISS Vanguard", so can't really comment but aren't you flying your ship around and fight combats against other ships etc.? But then again: I really don't know it well enough ;-)
In Unsettled all actions are deterministic means you know exactly the outcome, in ISS results of your actions are random due to dice rolls and are a function of your upgrades, tools, special powers used for dice manipulation. ISS have no progress in terms of learning how to play specific planet as the game is narrative driven campaign where is no time and no chance to repeat planets. In Unsettled you die and you repeat a game and with your knowledge of the planet you may win, and this component: knowing the planet is an important factor. In ISS - each planet is new, static to some extent, and also unpredictable in the outcomes. Here is always same planet, randomly generated but predictable, and you can acquire knowlegde through playing to eliminate unpredictability. It is closer to Robinson Crusoe in that regard.

This is nothing like ISS Vanguard. The closest is the sci-fi space theme, but mechanics are a very different thing/beast.
