It was the sound that was in the air at the time, I think. Other composers wrote in the same style. Mozart and early Beethoven were the best, but this is a good piece and worth listening to.
It could be argued that everything that is not Mozart, is bad Mozart. But that shouldn't stop some of us having a go, after all, there are only 3 Mozart pieces that us clarinettist really get to enjoy. Yes they are perfect pieces. But it hasn't stopped me from writing some bad Mozart!

There is good reason this is not played much. Bad Mozart.
Maybe second-rate Mozart. Several composers of the era were OK, but none of them were as good as Mozart. Still, I enjoy this piece.
