Was in this region around 5 months ago and its shocking underdevelopment of the communities. Oil pipelines everywhere on their land and poverty stricken shacks dwellings everywhere. Its a terrible deal for these people truly unbelievable injustice to them by Nigeria.

In this structure of government, there is NO WAY any citizen can hold political officer holder responsible, because it is PRESIDENCY that give money to political office holder and not citizens. But the presidency itself also gave immunity to the political office holders they gave money. That is because presidency is not interested in holding them responsible. A citizen can only hold political office holder responsible when it is citizens tax that is used to run the government. This is the reason intelligent people are asking for restructuring to full parliamentary system so that each citizen can hold their elected officers responsible.

Rufai's rhetoric is majorly part of what is wrong with Nigeria. Rufai what the man is saying is that:
1. The discrimination and subjugation of the ND people, specifically the Urhobo people in this case, is structural and age long. The crude oil in the ND is controlled by the Federal Govt, so there is little to nothing a governor can do about the situation (except, of course, stop embezzling the meagre derivation they get from the Federal govt. But that's a different discussion). How can you have 90 percent, and more is some instance, of the people working in oil production in your LGA coming from outside the ND?
2. When the nonesense 13 percent derivation gets to Delta state, it is used for "development" of the whole state, and not necessarily for the oil producing areas of Delta state.
In summary, the Urhobos want to control their destiny. It's not the job of the Fed govt to be giving them pittance from their OWN resources. I dont know why that is so hard to understand.
In any case, the man is missing the point. What he, and other people of the ND should VEHEMNTLY be clamouring for NOW, is total RESOURCE CONTROL. Anything less is a naked dance in the middle of the market.
