It's really only half of that 13% since it's predominantly males and then primarily between the ages of 14-24 so about 1%-1.5% total. With this small percentage within the black community I wouldn't call it a "black problem" nationwide but there is clearly a problem with undisciplined black youth that needs to be addressed.

He was jumped by some boys and then one of the boys shot and killed him😢
