When my no comic book friends ask me about the kingpin, I ask them "if not him, then who?" Meaning somebody will fill that role regardless, Fisk was the man willing to do it, and he keeps his crime organized, instead of a chaotic mess that can lead to more death, destruction, and innocent people caught in the cross fire.
Eh, he never cared too much about innocents, more about making sure everything ran consistently and smoothly And that he was shown respect at all times
